| 2009 JRC SOFTBALL LEAGUE RULES Official games begin on Sunday May 3, Tuesday May 5 , Wednesday May 6 and Thursday May 7. Total Entrance fees for the year are $580.00 per team. All teams must be registered with the ASA. The fee is broken down into three components including, $510.00 for the league entrance fee, $20.00 per team for the ASA registration and $50.00 per team for league supplies and softballs for each team. First year teams must pay an additional $50.00 forfeit fee. ALL FEE’S ARE DUE BEFORE THE SEASON BEGINS. Umpire and scorer fees are $33.00 per doubleheader. Lineups and game fees should be turned into the scorekeeper at least 10 minutes before the games are scheduled to begin. Please do not call the JCC for any issues pertaining to JRC leagues. JRC Softball, in compliance with ASA Rules and the Cleveland Heights Softball leagues, restricts the use of certain bats. Please refer to the link at the top of the page “Illegal Bats” for a full list. Unless otherwise notified, all games are doubleheaders. If a team forfeits a game(s), the forfeiting team must pay the entire fee for the scorer and umpire. So, if a team forfeits one game, they are responsible for paying $49.50, if they forfeit both games then they are responsible for paying $66.00. If the team is unable to pay, they must make arrangements to pay by the following week or they will forfeit the following week(s). Teams forfeiting on the field, due to conduct or eligibility after a game has begun, will be responsible for only their game fees. In the event of rain, your team must show up at your scheduled field unless notified otherwise. The umpires and grounds crew have the ability to adjust the fields when it’s raining. Teams may call the rain out numbers listed on the schedules to find out if your game has been cancelled. All teams must be wearing the same uniform or shirt. The penalty for non-compliance is the first batter up without the same team shirt is an out. In the event of a rainout, and the game hasn’t begun, teams get their full fees back. If the game is called after play has begun, only one half of the fees will be returned. If a team has a conflict with the regular season schedule, they are obligated to give the commissioner one week’s notice so that he can properly revise the schedule. If the commissioner is not given adequate time to accommodate all teams, then that team may be forced to forfeit if they are unable to field a team. If a team has an issue with a playoff game, the commissioner will make every effort to get the game played. If the team that originally had a problem with the scheduled game time, then they will forfeit and the next highest seeded team will play in the playoffs. Seeding will be adjusted based on which team is unable to play yet only in the first round. All playoff games are the best two out of three. Your team pays for two umpires. The regular season twelve run spread will be in effect throughout the playoffs until the 2 out of 3 championship games are played. If a 3rd game is needed, there is no run spread and the home team will have there last at bats. Any protest on game softballs being used should be brought to the attention of the highest acting person in the league at the game. If there are no board members at the game then the umpire will act as the governing body. Each team supplies a new ball each week, and those balls will be used for two games. Any protest that is overruled will be replayed from the point of the protest. Protests that are granted, the team in violation will forfeit or reflect the rules in place with the issue. Any protest must appear on the score sheet, which is the scorekeeper’s responsibility. During the regular season, the twelve run spread is in effect. If the losing team has batted at least five times and are still down by twelve runs or more, the game will end. After the 5th inning, if either team reaches a twelve run spread the game is then over (the home team does not get their last chance to bat). The team that wins the coin flip has the option of being the home team in either the first or second game. The team that loses the coin flip has the option of home or away for the remaining game in a 2 out of 3 championship, the 3rd game will be decided by a new coin toss. There are no limits to team rosters. Rosters are frozen after the first 12 games. Any player that wishes to participate in the playoffs must have played in at least eight (8) games. After the first twelve games, if a team needs to add a player in order to play a regular season game, that player must be approved by the commissioner, That player will not be eligible for the playoffs. Official rosters will consist of the players, which have played, in the first twelve games. If a team is unable to field a team in the playoffs with their legal roster, they will have to forfeit as deemed by the commissioner. If they forfeit in a first round game on the field, then the opposing team will advance in the playoffs. If the team is unable to field a team prior to game time, the next highest seeded team will be given an opportunity to play in the playoffs. Seeding would then be adjusted. In order for a player to be playoff eligible, they must play in at least eight games throughout the season. There are no exceptions to this rule. Each league will have its own batting champion, RBI, HR and MVP winners. Triple Crown winners will also be named if it applies. Triple Crown consists of batting champion, RBI champion and Homerun champion. Category winners, along with all the winning teams and sponsors, receive their trophies at the annual Banquet Of Champions. Any player ejected from a game will be suspended for THE NEXT TWO GAMES. A second ejection will result in an INDEFINITE SUSPENSION to be determined by league officials and the JRC Board. A player who puts his hand on an umpire is SUSPENDED FOR THE REST OF THE SEASON. Every umpire receives 100% support from the league. Any players that are under any ASA or USSSA conduct related suspension are ineligible to play in any JRC league. Any team that uses a suspended player will forfeit all games in which that player has played in. If blood is noticeable on a player or coach, the umpire will stop the game and allow sufficient time to stop the bleeding. Once the exposed wound is covered, the game will continue. The player does not have to leave the game to be treated if it can be handled in what is deemed as a sufficient amount of time by the umpire. Our standard is 5 minutes. If there is blood showing on the uniform, that part of the uniform must be changed or covered. Teams are advised to have a first-aid kit with them. All Players must be at least 16 years old to play in any JRC league. All eligible players may play in as many JRC leagues that he qualifies for, as long as they don’t play on multiple teams in the same league. Sunday night leagues including division one, two and three and considered one league in its entirety. There is to be no smoking on the field. Smoking is not permitted in the bench area. It is up to the cities of Cleveland Heights and Bedford Heights if smoking is allowed in the stands. All teams are expected to play a complete schedule, even if your team is out of contention. Remember, teams are seeded for the playoffs and it is only fair that all teams in each league have the chance to play the same amount of games as the other teams in their league. You may start a game with nine players. If a tenth is added after the game begins, he is added at the end of the batting order and can only be added in the next half inning. If a player arrives when you are batting, he must wait until you take the field to enter the game. Likewise, if your team is in the field, he must wait until your team is batting to enter the game. If you start with ten players, you cannot add an eleventh player once the game starts. If you use an EH (extra hitter), ten of the starting eleven players can play any position in the field at any time. If a team begins with ten or eleven players, that team may continue the game with one less player then they started with, unless that player is ejected. Players that leave the game (without being ejected) and are scheduled to bat shall be declared an out in the order each time that player bats. A player who has left under this exception cannot return to the lineup, although, that player can be replaced by another legal player. If a player is ejected and there is no replacement, the game will be forfeited. If the player leaving the game is a base runner, he shall be declared out. When playing with a double first base, the defender can use the orange base when the ball is thrown to the foul side of 1st base, or errant or missed throws pulls the defensive player into foul ground. In each of those situations, the batter-runner can use the white base. Pitchers are allowed five warm-up pitches in the first inning, and one thereafter. Warm-up pitches should be thrown underhand. All batters start with a 1 & 1 count on them. The batter gets one free foul after the 2nd strike. The next foul ball will be an out. If it is caught, it is a live ball and play continues (runner may run at own risk). If the ball is not caught, it is a dead ball (runners cannot advance). Courtesy runners are allowed with consent of the opposing manager and shall resort to the last out. If a player needs a courtesy runner, the umpire and the opposing team manager must be notified before the game begins. The only exception is an injury occurring during the game. Taunting of other players will not be tolerated during the game. BEER OR OTHER ALCOHOLIC BEVERAGES ARE NOT PERMITTED ON THE BENCH OR BALLFIELD AT ANY TIME. Players that taunt or otherwise threaten other players are subject to ejection and further disciplinary actions by the JRC Board. The profanity rule is in affect at all times. Any physical action or attempted physical action, or threat against a league official (including, but not limited to umpires and scorekeepers) by any player, coach, or manager will result in severe penalties, to be determined by a hearing as per the ASA procedural code. Umpires or league officials have the power to order a player, coach, manager, or fan to leave the park premises, if such is deemed necessary for safety or game control reasons. Failure to leave may result in the forfeiture of the game plus suspension. Anyone who throws a bat in anger or disgust will be immediately ejected from the game. Players, coaches, managers or teams suspended from the league will be reported to the Metro Cleveland ASA and will be prevented from participating in any ASA league in the Metro Cleveland area. In addition, notice will be given to the USSSA and to any other softball organization as deemed necessary to enforce the intended effect of the suspension. Neither the Jewish Community Center nor the JRC are responsible for injuries incurred during or after games. Players play at there own risk. Please inform your players of this. ASA rules are in effect in every situation except where JRC rules govern.
